Many tests and consumer surveys have shown that manual dishwashing at home is done in very different ways, taking also different amounts of resources. Because almost every household, whether owning an automatic dishwasher or not still keeps on washing up a few items by hand, it seems necessary to investigate manual dishwashing regarding optimisation. Therefore, a project was run at the University of Bonn to find out an optimal way to clean the dishes by hand. Optimisation in this case means to reach a reasonably good cleaning performance with the minimum amount of resources, as water and energy for example. First, manual dishwashing was investigated experimentally: A repeatable method was developed for the sink washing process and with this method, several factorial studies were performed to find the factors in the process that influence the cleaning performance most. On the basis of the results of the experimental investigation and the knowledge – from previous studies on manual dishwashing – on how consumers wash up, Best Practice Tips were defined as an applicable guide for the consumer to save resources. In order to find out if it is possible to save resources when consumers apply the Best Practice Tips, several verification studies were run: three comparative laboratory studies, in which the test persons had to wash up different amounts of dishes, once with their usual behaviour and once by applying the Best Practice Tips. The results showed that especially with higher amounts of dishes, relevant resources of energy and water can be saved. However – possibly due to a different method existing for washing up of only a few items – no significant reduction was found when consumers were applying the Best Practice Tips with small amounts of dishes. As a next step, the possibility to save resources with the Best Practice Tips was verified in an in-home study in two countries (Germany and Spain). The findings of the previous studies could be confirmed in general. The savings of water and energy were especially high when persons usually washing up under running tap water changed their behaviour and washed up the dishes in a sink filled with water. However, the individual savings differed very much. This work delivers fundamental knowledge how resources can be saved in manual dishwashing. It is up to future studies to intensify the experimental investigation of manual dishwashing and the training with the Best Practice Tips.
Efforts to build nationhood are the political process for searching of identity and historical roots. Demarcation of borders, creation of state bodies have been painful and long process, as usual with post imperialistic states. The Central Asian states tried to abolish soviet legacy. The competing external forces such as Russia, US and Europe have created conflicting cooperative arrangements and regimes in the region. The water is becoming a crucial element of the region s future. Author in this book have tried to present some practical aspects of the water management in Central Asia. The book is results of the author s research work during 2001-2012. Author would like deliver credits of the book to International Water Management Institute (IWMI) where he worked 2001-2007, to Center for Development Research (ZEF) of Bonn University where author worked during 2007-2009 and to German International Cooption (GIZ) where he works as regional advisor for Transboundary Water Management in Central Asia programme. Recently, large-scale surface-water or canal irrigation systems have been termed ‘a sunset industry’ (Rijsberman 2003). Handing over this sunset industry by means of irrigation management transfer (IMT) policies and the creation of water user associations (WUAs) has three main objectives: to increase efficiency, equity, and empowerment.The Uzbek government, together with the international organizations, the United States Agency for International Development (USAID), and the International Water Management Institute (IWMI), is currently promoting IMT and the creation of WUAs nationwide. The onset of the policy seemed to be a rational development since the former state and collective farms, which were also responsible for water management on their territories, were disintegrating, and new private farms were emerging rapidly.This study seeks to assess the potential of IMT policies by examining the broader physical, organizational, socio-economic, and political factors that might facilitate or hinder the main objectives of IMT and the creation of WUAs. These factors are addressed and analyzed separately through eight case study chapters that address questions on basin water management, the organizational capacities, and the socio-political dependencies of the district water management departments, the potential for multi-stakeholder platforms (MSPs), the politics of social network structures, and the process of land reforms.The study concludes that none of the external factors is conducive to the introduction of IMT policies and for creating WUAs. The implication is that IMT policies will not increase efficiency, equity, and empowerment, but could even worsen the water management situation. Furthermore, these policies will not increase the empowerment of either the WUAs or their members. Hence, under the current conditions, handing over the ‘sunset industry’ will not lead to a new sunrise for irrigation in Uzbekistan.Kai Wegerich is Assistant Professor at the Irrigation and Water Engineering Group of Wageningen University. He gained his PhD from the School of Oriental and African Studies/London University and worked as a researcher for the Centre for Development Research (ZEF in Bonn/Germany) and as a development worker for the German Development Service (DED) in Khorezm/Uzbekistan. Kai’s research interests are social and political aspects of water management in Central Asia, on which he published in various journals. He conducted fieldwork in Uzbekistan, Kazakhstan, Kyrgyzstan and Afghanistan. Kai co-edited the special issue on ‘Emerging issues on land and water in Central Asia’ in the Journal Irrigation and Drainage systems (with Jochen Froebrich and Marinus G. Bos) and edited, together with Jeroen Warner, the book ‘The Politics of Water’.
