He joined the Social Democratic Party (SPD) in 1966. He was Member of the Rhineland-Palatine Parliament from 1975 to 1994. From 21 May 1991 to 15 October 1994 he was prime minister of the state. In 1994 he ran as the SPD's candidate for German chancellor against Helmut Kohl (CDU), lost, and became leader of the opposition. His successor for the prime minister post is Kurt Beck. From 1993 to 1995, Scharping was chairman of the SPD, succeeding Björn Engholm. He was then defeated by Oskar Lafontaine in an upset vote at the federal party convent at Mannheim. He was elected as one of five vice chairmen in the same year and re-elected in 1997, 1999 and 2001. He has been member of the Bundestag since 1994. He led the SPD parliamentary group from 1994 to 1998.

Bonn remains a centre of politics and administration, however. Roughly half of all government jobs were retained as many government departments remained in Bonn and numerous sub-ministerial level government agencies relocated to the former capital from Berlin and other parts of Germany. In recognition of this, the former capital now holds the title of Federal City ("Bundesstadt").

Recently, large-scale surface-water or canal irrigation systems have been termed ‘a sunset industry’ (Rijsberman 2003). Handing over this sunset industry by means of irrigation management transfer (IMT) policies and the creation of water user associations (WUAs) has three main objectives: to increase efficiency, equity, and empowerment.The Uzbek government, together with the international organizations, the United States Agency for International Development (USAID), and the International Water Management Institute (IWMI), is currently promoting IMT and the creation of WUAs nationwide. The onset of the policy seemed to be a rational development since the former state and collective farms, which were also responsible for water management on their territories, were disintegrating, and new private farms were emerging rapidly.This study seeks to assess the potential of IMT policies by examining the broader physical, organizational, socio-economic, and political factors that might facilitate or hinder the main objectives of IMT and the creation of WUAs. These factors are addressed and analyzed separately through eight case study chapters that address questions on basin water management, the organizational capacities, and the socio-political dependencies of the district water management departments, the potential for multi-stakeholder platforms (MSPs), the politics of social network structures, and the process of land reforms.The study concludes that none of the external factors is conducive to the introduction of IMT policies and for creating WUAs. The implication is that IMT policies will not increase efficiency, equity, and empowerment, but could even worsen the water management situation. Furthermore, these policies will not increase the empowerment of either the WUAs or their members. Hence, under the current conditions, handing over the ‘sunset industry’ will not lead to a new sunrise for irrigation in Uzbekistan.Kai Wegerich is Assistant Professor at the Irrigation and Water Engineering Group of Wageningen University. He gained his PhD from the School of Oriental and African Studies/London University and worked as a researcher for the Centre for Development Research (ZEF in Bonn/Germany) and as a development worker for the German Development Service (DED) in Khorezm/Uzbekistan. Kai’s research interests are social and political aspects of water management in Central Asia, on which he published in various journals. He conducted fieldwork in Uzbekistan, Kazakhstan, Kyrgyzstan and Afghanistan. Kai co-edited the special issue on ‘Emerging issues on land and water in Central Asia’ in the Journal Irrigation and Drainage systems (with Jochen Froebrich and Marinus G. Bos) and edited, together with Jeroen Warner, the book ‘The Politics of Water’.

This multi-sited island ethnography illustrates how the embattled politics of (im)mobility, belonging, and patronage among coastal fishing communities in Sri Lanka s militarised northeast have intersected in the wake of civil war. It explores an undertheorized puzzle by asking how the conceptual dualisms between co-operation and contestation simplify the complex lifeworlds of small-scale fishing communities that are often imagined by scholars through allegories of rivalry and resource competition.Drawing on ordinary interpretations and lived practices implicated in the vernacular term sambandam (bearing multiple meanings of intimacy and entanglement), the book traces how intergroup co-operation is both affectively routinised and tactically instrumentalised across coastlines, and at sea. Given its distinct focus on translocal and ethno-religiously plural collectives, the study maps recent historic formations of diverse practices and their contentions, from networked 'piracy' and dynamite fishing, to collective rescue missions and coalitional lobbying.Moreover this work serves as an open invitation to academics, policymakers and activists for re-imagining multiple modes of ethical being and doing, and of everyday sociality among so-called 'deeply divided' societies. A rich ethnography that pays meticulous attention to a complex social fabric made up of locals, settlers and migrants, with multiple linguistic and religious affiliations, sometimes contending fishing practices, and migration and livelihoods patterns as they have been affected by tsunami, war and the aftermaths of both. Whether people have access to drinking water, irrigation water and sanitation or not, whether water resources are used sustainably or overexploited, and whether emerging challenges for the water sector - such as adaptation to climate change are tackled or not, in the end relies on politics. The importance of the political sphere for understanding and solving water sector problems is the basic rationale of this book, which is the outcome of the Fifth Dialogues on Water, organised at the German Development Institute, Bonn. It is not the first time that the Dialogues on Water have touched upon water politics. But these Dialogues, unlike earlier ones, focussed on the political processes of policy formulation and the strategic behaviour of the actors involved. The papers assembled in this book analyze debates and investigate water politics at the international, national and local level, each considering different aspects or different elements of policy formulation and implementation processes from a variety of disciplinary backgrounds. They examine policies as results from power plays of state and non-state actors alike over water resources and modalities of water service delivery and as a function of their respective means of influence. While some authors follow a constructivist line, elaborating on how global norms on water-related issues evolve and how international debates influence them, others apply a political economy or public choice perspective, adhering to a rational actor approach. In line with the general focus of the Dialogues on Water, specific attention is devoted to implications for development cooperation.
